Scholarship Overview!
The Young Leaders' Program (YLP) is a fully-funded scholarship program. It aims to contribute in cultivating future national leaders in Asian and other countries. It was started by the Japanese Government to establish friendly relationship among various countries and to help improve policy planning. This scholarship program also paves the way of forming a network of future national leaders by improving their understanding of Japan. The YLP is one of the MEXT Scholarship Programs. You can get scholarships in Public Policy and Local Governance programs in Masters’ and PhD degrees. If you are eligible and get selected, you can get many benefits with MEXT Scholarship. To get this scholarship, you will need to pass 2 to 3 screenings that will be conducted by the Japanese embassy of the country.

Eligibility Criteria!
To be eligible for the MEXT Young Leaders Scholarship, applicants must meet specific academic, age, and residency requirements.
Nationality
Applicants must be nationals of countries eligible for the YLP. You may check eligible countries in Applicable Courses section.
Age
Applicant must be under 40 years to be eligible.
Work Experience
Must have at least 3 years of work experience as of 1st October, 2026. Preference for 5 years or more experienced individuals.
English Language Proficiency
Priority will be given to applicants who have a TOEFL iBT score of 79 or higher, or an IELTS Academic score of 6.0 or higher, or other equivalent test scores.
Citizenship Status
Anyone already having a "Student" status in Japan or living there will not be considered eligible.
Health
You must be certified as medically fit to study in Japan by a doctor, using the official health form provided.

You may check MEXT YLP Program official website or apply by creating a profile on WWAH. Click on Apply Now after creating your personalized profile through registered account. You can monitor your application and receive regular updates. Register here.
Fill your application
Complete the official scholarship Application form by providing your Personal and Educational details. Upload your documents and doublecheck all information before submission.
Review & Submit
Before final submission, you’ll see a summary page of your application. Double-check all details and uploaded documents. Once confirmed, WWAH will generate a complete MEXT application package, including a printable PDF and submission checklist for the Japanese Embassy or recommending authority.
Track Your Application
Stay updated via your WWAH dashboard. Track your progress, get alerts for written tests, interviews, and embassy notifications all in one place.
Embassy Screening
Once your application is forwarded to the Japanese Embassy or Consulate, you may be asked to participate in an interview. The interview focuses on your academic goals, leadership background, and motivation to study in Japan. WWAH will help you prepare with mock interview questions and expert tips.
University Screening
If shortlisted by the Embassy, your documents are reviewed by the Host University. They assess your qualifications, essays, and leadership profile. Some candidates may be asked for a second interview or clarification.
Visa Application
Once officially selected, you’ll receive a Certificate of Eligibility and admission letter. Use these to apply for a Student Visa at your nearest Japanese Embassy or Consulate. WWAH will provide full support with the visa process, including forms, tips, and FAQs.
